I would like to further communicate with U. I go by Fred. I need to know more about a statute called "1983", in reference to litigating against a municipality. The civil action I have filed is case # 0720472-03; I have been told is not enough. Would like help perusing this matter to trial. I have no reservations of representing the arguments myself at a jury trial.
